Under rigorous guidelines, the Punjab government permits JI to have a religious assembly in Minar-e-Pakistan.

In response to suggestions from the district administration, the Punjab Home Department has authorized the Jamaat-e-Islami (JI) to hold a religious, preaching, and reformative assembly at Minar-e-Pakistan.
For the November 21–23 event, the JI had asked for a NOC. For the meeting, the District Intelligence Committee suggested a particular waiver in Section 144.
A targeted relaxation under Section 144 was authorized and formally added to the notification based on the deputy commissioner’s advice. It is important to remember that on October 20, the district administration had already issued a NOC that needed official clearance. The event has been approved under very specific guidelines.
The permit letter states that organizers are required to abide by all regulations set forth by the district government. The organizers’ affidavit, in which they take full responsibility, serves as the basis for the permission. The administration will oversee emergency routes, gender-specific enclosures, and stage security.
There will be enough parking and helpers to avoid crowds or stampedes. The Special Branch audit standards must be met by all security requirements. Only underground use and low volume are permitted for the sound system. Children under a specific age will not be permitted to go.
No retailer may be compelled to close. Rallies and processions will not be permitted on public roadways. It will be strictly forbidden to speak against the armed forces, the courts, or constitutional institutions. It is forbidden to use weapons, batons, or similar objects. Additionally prohibited is any speech that disparages religious sects or groups.
Anywhere in the city, wall chalking is forbidden, and no mobile vans or cars may be used to advertise events. Throughout the event, a calm atmosphere must be preserved, and offensive or inflammatory slogans are prohibited. Any unfortunate event will be entirely the organizers’ responsibility.
Police will guarantee participants’ and the public’s total safety.
