Pakistan prohibits the creation of new colleges and subcampuses at the Tehsil level.

In accordance with the ruling, the Chairman of the HEC has formally instructed all vice chancellors and university presidents to immediately cease all planned or existing activities for the establishment of additional institutions or sub-campuses.
No new institution will be permitted to function without prior approval and a comprehensive assessment process, which includes the issue of a No Objection Certificate (NOC), according to the commission. It further cautioned that degrees from unapproved colleges would not be accepted or validated.
The HEC brought attention to issues such as low student enrolment at some tehsil-level institutions, a lack of trained faculty, and poor facilities, citing worries about deteriorating academic standards.
Another major issue was the lack of instructors with PhDs.
Additionally, all pending applications, admissions, faculty recruiting, construction, and site purchase linked to proposed campuses are suspended immediately by the instruction.
Authorities have been warned that any infractions could result in the suspension of academic program approvals, and they have been directed to closely adhere to the new policy.
