CCD disputes the HRCP study and asserts that Punjab’s crime rate has significantly decreased.

According to a comparison analysis conducted by the Crime Control Department (CCD) between May 2024 and May 2025, there has been a notable decrease in crime throughout Punjab, especially in Lahore.

The CCD claims that special operations were started in May of last year and that a thorough performance report was just given at a meeting. The number of murder cases in Lahore decreased by 39%, from 361 to 220. The number of attempted murder cases decreased from 812 to 504, a 38 percent decrease.

According to the department, residential robberies dropped from 33 to six, and robbery incidents dropped from 35 to 15. Motorcycle and car stealing cases decreased by 69 and 50 percent, respectively, while street criminal events decreased by 78 percent.

Statistics for the entire province also indicated progress. The number of murder cases dropped from 3,952 to 3,022 (a 24 percent decline), while the number of attempted murders dropped by 18 percent.

According to the CCD, 13 CCD staff were among the 167 people injured and 19 police officers slain during these operations.

In the meantime, the department dismissed a fact-finding report from the Human Rights Commission of Pakistan (HRCP), calling claims of extrajudicial actions and phony encounters unfounded. According to the report, during the first eight months of 2025, 670 interactions resulted in the deaths of 924 suspects.

The CCD stated that force is only used as a last option and that it functions in accordance with the Police Order 2002 and the Pakistani Constitution.
