The inquiry report says that corruption in Kohistan is linked to poor management by the C&W Department.

An investigating committee set up by the Khyber Pakhtunkhwa government has found that the main reason for the Kohistan huge corruption scandal was that the Communication and Works (C&W) Department had major problems with its management.

The inquiry committee’s findings are three pages long, according to a report we got. The province government set up a four-person investigating team to look into the claims of widespread corruption in Kohistan.

The analysis shows that the C&W Department’s internal management and governance are quite bad. It says that the incident happened because there was no sufficient administrative structure or efficient oversight systems. The committee noted that the department does not have a clear policy for hiring and transferring people, which opens the door to abuse of power.

The investigation also showed that the department often used extra fees and temporary arrangements. In some situations, junior officers were given jobs that were designed for senior officials, which made it harder to be open and responsible. It was very worrying that unapproved checkbooks were given out and that the agency did not have an official record of them.

The audit also pointed out that contractors were paid without the department doing the required checks. The Executive Engineer (XEN) Kohistan also didn’t give the committee audit reports for the past five years, which makes people even more worried about how the money is being handled.

Some checks have been forwarded to a forensic lab in Lahore for a closer look to confirm any possible abnormalities.

The inquiry committee suggested that individuals found guilty face harsh punishment and stressed the necessity for quick changes in the C&W Department’s management to stop similar events from happening again.
