BISP audit reveals Rs25bn violations, Rs510m given to govt employees

— Weak profiling, system faults and regulatory failures resulted in irregular payments of billions of rupees to almost 600,000 ineligible persons, according to an audit report on the Benazir Income Support Programme for fiscal year 2024-25.
The audit for the year 2025-26 exposed major flaws in the BISP Management Information System (BISP-MIS), especially in the profiling of spouse data, and highlighted financial violations of about Rs25 billion in 601,850 cases.
Official audit documents reveal that the BISP released Rs515.712 million under the Unconditional Cash Transfer (UCT) programme to 12,078 government employees, pensioners and
their wives for fiscal year 2024-25, even though the federal cabinet directive dated December 24, 2019, plainly states that such individuals are not eligible for aid.
The irregular payments comprised Rs25.20 million to 673 serving government employees in grades 1 to 16 while eight beneficiaries in grade 17 received Rs0.09 million.

Spouses of serving employees were paid significantly greater amounts with Rs402.80 million being paid to 9,124 beneficiaries in grades 1 to 16 and Rs2.54 million being paid to 87 beneficiaries in grades 17 to 20.
Twenty-two pensioners in the 17th and 18th grade received Rs0.70 million and 218 beneficiaries in grades 1 to 16 received Rs7.41 million.
The beneficiaries also included spouses of retirees. A total of 1,847 beneficiaries from grades 1 to 16 received Rs74.16 million and 107 beneficiaries from grades 17 to 20 received Rs2.81 million.
The Departmental Accounts Committee has ordered immediate banning of all ineligible beneficiaries and recovery of funds disbursed in violation of rules.
